2 Chronicles 17:19

These waited on the king, beside those whom the king put in the fenced cities throughout all Judah.

The verse describes mighty men of valor, men of war, kept in attendance upon the king, distinct from the additional forces he had stationed in the fenced or fortified cities throughout all Judah. This arrangement belonged to a time when Jehoshaphat lived for many years in peace, unmolested by the surrounding nations, because the fear of the Lord fell upon all the kingdoms round about Judah. In that time he waxed great exceedingly, building castles and cities of store in Judah.

He received tribute money and presents from Philistia and large flocks of sheep and goats from Arabia, and was blessed with riches and honor in abundance. With that abundance of riches and honor he was enabled to wield a mighty influence for truth and righteousness.
