2 Chronicles 18:20

Then there came out a spirit, and stood before the LORD, and said, I will entice him. And the LORD said unto him, Wherewith?

The setting is the vision given through Micaiah about Ahab's intended attack on Ramoth-gilead, standing in direct contrast to the message of Ahab's false prophets. Four hundred prophets united in assuring Ahab that he would gain victory at Ramoth-gilead, while Micaiah alone declared that the campaign would end in defeat. Ahab refused Micaiah's warning, insisted on going into battle, and was slain there, so that the prophecy was fulfilled in his death. The offer of the spirit to entice belongs to that deceptive assurance, providing the false confidence that pressed Ahab forward on a course contrary to God's warning.
