2 Chronicles 19:8

Moreover in Jerusalem did Jehoshaphat set of the Levites, and of the priests, and of the chief of the fathers of Israel, for the judgment of the LORD, and for controversies, when they returned to Jerusalem.

In Jerusalem Jehoshaphat established a court composed of Levites and priests and chief of the fathers of Israel, Israel's family leaders and leading family heads. That court was to administer the judgment of the Lord and to settle disputes and controversies, handling matters requiring the Lord's judgment. It served as a court of appeal that completed and perfected the system of courts set up throughout Judah.

Its founding followed the setting of judges throughout all the fenced cities of Judah, city by city. Its work belonged to Jehoshaphat's reform of justice and his bringing the people back to God. It was one important step in the work of his later years devoted to further reform throughout Judah, bringing the people from Beer-sheba to Mount Ephraim back to the Lord God of their fathers. Those appointed to this work were to act in the fear of the Lord, faithfully and with a perfect heart.
