King Joash and the People Fill the Offering Chestby emmanuel_higgins

2 Chronicles 24:5

And he gathered together the priests and the Levites, and said to them, Go out unto the cities of Judah, and gather of all Israel money to repair the house of your God from year to year, and see that ye hasten the matter. Howbeit the Levites hastened it not.

The command to gather money city by city from all Israel to repair the house of God year by year proves that the tithe set apart exclusively for the Levites was never meant as the limit of giving for religious purposes. The tithe had its distinct and exclusive appointment for the Levites, while necessary repairs of the house of God and other expenses connected with worship were to be met by separate contributions beyond it. That added giving was not incidental but required, because the upkeep of sacred things called for liberality over and above the tithe.

As the tabernacle before it had been, so the temple itself was built wholly by free-will offerings, with no part of its construction charged to the tithe. Its continued maintenance was likewise provided for by the offering for the service of the sanctuary, first ordered when the people were numbered. That numbering offering was not a single collection but was continued as a yearly contribution for the sanctuary's service.
