2 Chronicles 32:5

Also he strengthened himself, and built up all the wall that was broken, and raised it up to the towers, and another wall without, and repaired Millo in the city of David, and made darts and shields in abundance.

The verse belongs to the earlier years of Hezekiah's reign, when Judah was still paying tribute under the agreement made by Ahaz and when Assyria was pressing hard upon the northern kingdom and Samaria. It shows Hezekiah doing his human part to prepare Jerusalem to resist Assyria, leaving nothing undone that could be done in view of a coming siege. That preparation included repairing all the broken wall, raising it up to the towers, building another wall outside, repairing Millo in the city of David, and making darts and shields in abundance.

Together with these works he took counsel with his princes and his mighty men, secured a plentiful supply of water inside Jerusalem while leaving scarcity outside, and set captains of war over the people. After accomplishing all that human ingenuity and energy could do, he assembled his forces and with unwavering faith exhorted them to be of good courage, because God was with them to help and to fight their battles.
