2 Chronicles 32:6

Hezekiah was preparing Jerusalem for a siege by Assyria by appointing military captains of war over the people to defend the kingdom. This organizing came while he still kept paying tribute for a time as he strengthened Jerusalem for resistance. He secured the water supply inside the city and cut it off outside, rebuilt and heightened the broken wall with another wall outside it, repaired Millo in the city of David, and made weapons in abundance. In all this he was doing everything possible on the human level and doing his human part to resist Assyria before trusting God for deliverance. After organizing the people under captains of war and gathering them together to him, he spoke comfortably to them to encourage them to take courage and be of good courage, because the Lord God was with them to help them and to fight their battles.
