2 Chronicles 6:3

And the king turned his face, and blessed the whole congregation of Israel: and all the congregation of Israel stood.

At the dedication of the temple the king turned his face toward the assembled congregation of Israel and blessed the whole congregation while they stood before him. The blessing came after he had ascended a raised brazen platform erected in the temple court, where he stood facing the altar and lifted his hands toward heaven. It belonged to the opening setting of the dedication, before his public prayer, when he would pray aloud in the presence and hearing of the people.

That standing blessing of the people was distinct from the prayer that followed, when he knelt down before the congregation to offer his dedicatory prayer. That prayer was public and vocal, offered kneeling before the assembled people of Israel where they could hear him. After he had finished that prayer, the answer came in fire sent from heaven to consume the offering.
