2 Kings 14:27
And the LORD said not that he would blot out the name of Israel from under heaven: but he saved them by the hand of Jeroboam the son of Joash. And the LORD said not that he would blot out the name of Israel from under heaven: but he saved them by the hand of Jeroboam the son of Joash.
This verse belongs to the reign of Jeroboam II, the son of Joash, who followed Jehoash as king and reigned forty-one years over the ten-tribe kingdom of Israel. Its setting was a continuing time of departure from God, idolatry, transgression, war, strife, defeat, captivity and conspiracy. In that period Elisha, Hosea, Jonah and Amos prophesied at times, and God preserved a faithful little remnant.
The meaning is that the Lord had not determined to blot out the name of Israel from under heaven, but in compassion and faithfulness to His covenant with Abraham, Isaac and Jacob rescued them from severe oppression by the hand of Jeroboam. Jonah directed and strengthened Jeroboam in this work of deliverance and restoration. This deliverance, restoration, expansion and renewed strength belonged to the early part of Jeroboam's reign, before Israel's later pride and the captivity and destruction foretold by Amos.
Assyrian records help explain the northern kingdom's growth by describing Syria as a buffer state and reporting that Assyria's defeat of Syria left Israel free to expand, clarifying historical events that the biblical account does not detail. Afterward Israel was conquered by Assyria, and its tribes were carried into captivity and scattered.
