2 Kings 15:18

And he did that which was evil in the sight of the LORD: he departed not all his days from the sins of Jeroboam the son of Nebat, who made Israel to sin.

Menahem did what was evil and never departed all his days from the sins of Jeroboam the son of Nebat, continuing throughout his reign in the idolatrous practices by which Israel had been made to sin. That unbroken continuance maintained the idolatrous course that was bringing ruin upon Israel. Even under Assyrian pressure and while raising tribute to satisfy Assyria, as the surrounding account describes, he did not repent of that evil. His reign therefore stands as persistent impenitence rather than reform in the face of threatened judgment.
