2 Kings 15:19
And Pul the king of Assyria came against the land: and Menahem gave Pul a thousand talents of silver, that his hand might be with him to confirm the kingdom in his hand. And Pul the king of Assyria came against the land: and Menahem gave Pul a thousand talents of silver, that his hand might be with him to confirm the kingdom in his hand.
Pul, the king of Assyria, came against the land of Israel in an invasion. Menahem gave Pul a thousand talents of silver so that Assyrian power would be with him to support him and confirm the kingdom in his hand. He raised the silver from the wealthy men of Israel. Each wealthy man paid fifty shekels toward the tribute.
Menahem was not taken captive but remained on the throne, with Israel made tributary to Assyria as an Assyrian vassal. Pul then withdrew for a time, so this humbling of the ten tribes was a gradual and limited judgment that showed mercy amid judgment and left room for repentance. Menahem did not repent after this initial judgment.
