2 Kings 15:20
And Menahem exacted the money of Israel, even of all the mighty men of wealth, of each man fifty shekels of silver, to give to the king of Assyria. So the king of Assyria turned back, and stayed not there in the land. And Menahem exacted the money of Israel, even of all the mighty men of wealth, of each man fifty shekels of silver, to give to the king of Assyria. So the king of Assyria turned back, and stayed not there in the land.
Menahem exacted silver from Israel, laying the levy on all the mighty men of wealth at fifty shekels of silver each man in order to give it to the king of Assyria. By that payment Israel was made tributary to Assyria, and Menahem secured and held his own throne as Assyria's vassal. The exaction humbled Israel, the ten tribes. Once the money was received, the king of Assyria turned back to his own land for a time and stayed not in the land of Israel. This was an initial, merciful judgment rather than final destruction, for Israel's overthrow unfolded gradually and Menahem was not yet removed from power.
