2 Kings 19:24

I have digged and drunk strange waters, and with the sole of my feet have I dried up all the rivers of besieged places.

The verse is the boast of the Assyrian king that his military power and his armies could overcome every obstacle. He claimed to have dug for and drunk strange waters, obtaining water in unfamiliar places by digging wells even where he had never been. He claimed that with the sole of his feet he had dried up all the rivers around besieged cities. That boasting was a reproach directed against the Lord, the Holy One of Israel. God answered that Assyria's campaigns and destruction of fortified cities had taken place only within His own purpose and control. God answered that He knew the king's actions and would turn him back.
