Long ago in ancient times God formed and purposed the laying waste of fortified cities into ruinous heaps by Assyria, and what was then happening He had now brought to pass. The devastation stood under His control and prior purpose, ordained beforehand and accomplished by Him. The Assyrian king was therefore not acting independently, despite his boasts of his own power and success. In its setting the declaration answers and condemns those prideful boasts, setting His sovereignty over the conquests against the king's claims.
