2 Kings 19:3

And they said unto him, Thus saith Hezekiah, This day is a day of trouble, and of rebuke, and blasphemy: for the children are come to the birth, and there is not strength to bring forth.

Hezekiah sent this message by messenger to Isaiah after Judah's representatives returned with their clothes torn to report Rabshakeh's words. He tore his own clothes, covered himself with sackcloth, and went into the house of the Lord before sending.

This day of trouble and of rebuke and blasphemy was the time of Assyria's blasphemous challenge. Rabshakeh had been sent by his master the king of Assyria to reproach the living God. Judah's crisis was that the Assyrians had reproached the living God.

The children coming to the birth with no strength to bring forth meant Judah faced danger it seemed too weak to overcome.

In the verse Hezekiah expresses hope that the Lord will hear all the words of Rabshakeh and will rebuke the words heard. He asks Isaiah to lift up prayer for the remnant that is left. Because of this crisis Hezekiah and Isaiah prayed and cried to heaven. God answered the prayers of His servants with assurance not to fear the blasphemous words.
