2 Kings 3:2

And he wrought evil in the sight of the LORD; but not like his father, and like his mother: for he put away the image of Baal that his father had made.

Jehoram, the brother of Ahaziah, became king over the ten tribes for twelve years when Ahaziah died with no son. This was at a time when his mother Jezebel was still living and continuing her evil influence over the nation, while idolatrous customs were still practiced by many of the people. He wrought evil in the sight of the Lord but not to the degree of his father Ahab and his mother, for he put away the image of Baal that his father had made and was less devoted to Baal than his parents. He nevertheless held fast to the sins of Jeroboam the son of Nebat by which Israel was made to sin and did not depart from them.

The chapter containing the verse presents a test of faith centered on trusting not what a person can do but what God can do for and through a person, a testing that will be met again in similar manner. Such trust brings the realization and certainty of God's power in the work, with victory over the enemy coming not by human strength but by the strength of God as the mighty General of armies working for the glory of His name. God works in ways least expected and His intervention cannot be laid out in clear lines beforehand. His power is of old and His ways are past finding out, so the Holy One must not be limited by marking out ways for Him to work, or disappointment will follow.
