2 Samuel 18:11

And Joab said unto the man that told him, And, behold, thou sawest him, and why didst thou not smite him there to the ground? and I would have given thee ten shekels of silver, and a girdle.

The verse belongs to the account of Absalom's rebellion against David his father, ending in Absalom's defeat and death. That death came while David was feeling the consequences of his own earlier wrongdoing. In that setting Joab rebuked the man who had seen Absalom yet had not struck him to the ground, declaring he would have given him ten shekels of silver and a girdle for killing him. The soldier had found Absalom helpless but spared him from fear of the king's command to deal gently with him. Joab showed no such restraint and killed Absalom himself.
