2 Samuel 23:4

And he shall be as the light of the morning, when the sun riseth, even a morning without clouds; as the tender grass springing out of the earth by clear shining after rain.

The just ruler who governs righteously in the fear of God is as the light of morning at sunrise on a cloudless morning and as tender grass springing from the earth by clear shining after rain, bringing brightness, refreshment, life, blessing and flourishing to his people. His rule gives clear morning sunlight and renewed life like tender grass growing and flourishing after rain in the sun. It brings light, renewal and blessing, and is a source of life and flourishing for those under him. The saying belongs to David's testimony to God's promises and his trust in God's leading. David set it forth as the ideal of righteous kingship and as the kind of reign Solomon could have had by following his father's instruction.

David applied this standard to Solomon, urging him to rule with mercy and loving-kindness, to honor God, and to be an example of fidelity and righteousness. Rulers who follow David are responsible to cherish God's instruction, to rule under Him and to express His will. Their position calls for humility and dependence on God rather than pride or self-confidence.

The Messiah is the clear dawn, with the light of morning rising over the mountains pointing to His coming and glorious manifestation. Christ's coming is sunrise after darkness, like a cloudless morning and fresh grass brought to life by clear sunshine after rain. To those living in spiritual darkness His coming brings light, healing and life. Those in positions of responsibility are therefore called to reflect blessed light through their conduct, so that their rule brings light, renewal and blessing.
