2 Samuel 23:5

Although my house be not so with God; yet he hath made with me an everlasting covenant, ordered in all things, and sure: for this is all my salvation, and all my desire, although he make it not to grow.

The verse belongs to God's instruction to David concerning the duties of rulers. In it David acknowledges that his house is not as it should be before God and does not meet God's standard. Yet God has made with him an everlasting covenant, ordered and settled in every respect and detail, and sure and secure. This covenant is the ground and source of all his salvation and the object of all his hope and desire.

Although the covenant has not yet come to growth, it remains the sure foundation of his confidence. The verse thus bears witness to the truth of God's promises and expresses praise for God's care and trust in God's leading. That instruction is the Lord's word for later rulers who follow David, to be kept and repeated as counsel for future generations. Rulers must govern under God and for Him, fear Him, remain humble about human limits, and seek His guidance rather than trusting their own strength or becoming self-exalted.
