For when David was up in the morning, the word of the LORD came unto the prophet Gad, David’s seer, saying,
David's numbering of Israel was pride and unbelief and self-glory, done against God's express command. He became convicted of his great folly in that sin before the counting was fully completed. By morning the word of the Lord had already gone forth to Gad, David's faithful prophet and seer, with a message offering David his choice of punishments for his transgression.
David humbled himself and confessed his foolish sin, yet his repentance came too late to turn aside the threatened judgment. In answering Gad he still showed confidence in God, choosing to fall into the hands of a merciful God rather than be left to the cruel mercies of wicked men.
