Acts 23:35

I will hear thee, said he, when thine accusers are also come. And he commanded him to be kept in Herod’s judgment hall.

Paul's guarded journey ended with his being brought safely to Caesarea. He was held there until his accusers arrived. The transfer removed him from the danger and unrest in Jerusalem and placed his case before the governor.

Felix delayed hearing Paul's case until his accusers came from Jerusalem. He ordered Paul to be kept in Herod's judgment hall at Caesarea.
