Acts 25:2

Then the high priest and the chief of the Jews informed him against Paul, and besought him,

The high priest and the chief of the Jews formally informed against Paul before Festus and besought him to act against Paul. They asked a favor against him, pressing that Paul be brought up to Jerusalem. That request to transfer him to Jerusalem concealed a plot to ambush and kill him on the way. Their hatred and long hostility had not weakened during his long imprisonment.

Festus recognized their motive and refused to send Paul to Jerusalem. He required them instead to bring their charges down to Caesarea, where Paul could face his accusers and defend himself. God used that decision to preserve Paul's life.

Paul's imprisonment and movement toward a criminal's death show God's word enduring against human power and policy. The leaders' hostility was part of a continued, determined effort to destroy him. They later gained support for their plans against him from Nero's Jewish proselyte wife.
