The Place Is Shaken as Believers Pray in Acts 4by sanjalberts

Acts 4:28

For to do whatsoever thy hand and thy counsel determined before to be done.

The happenings around Jesus' death took place according to what God's hand and counsel had determined beforehand to be done. That foreordained purpose embraced the uniting and gathering of distinct hostile powers against Him. Herod and Pontius Pilate joined with the Gentiles and the people of Israel in opposition to Jesus, and their combined action culminated in His death.

Their hostility did not overthrow God's plan but carried out what He had purposed. What they did in enmity fulfilled His counsel rather than frustrating it. This truth stands in the disciples' prayer for boldness to continue preaching even while facing the same kind of opposition Christ had faced.
