Amos 1:9
Thus saith the LORD; For three transgressions of Tyrus, and for four, I will not turn away the punishment thereof; because they delivered up the whole captivity to Edom, and remembered not the brotherly covenant: Thus saith the LORD; For three transgressions of Tyrus, and for four, I will not turn away the punishment thereof; because they delivered up the whole captivity to Edom, and remembered not the brotherly covenant:
Amos 1:9 stands among the warnings directed against the surrounding nations. Its charge against Tyre is that it handed over an entire body of captives to Edom and disregarded the covenant of brotherhood. That wrongdoing took the form of joining with the Philistines to invade Judah, plundering its people, and selling Judeans far from their homeland. The message makes justice between people a foundation of society, holding nations accountable for their conduct and subject to punishment when they fail in that responsibility. The judgment on Tyre was foretold in Amos 1 centuries before the city's later fall, and that prediction of destruction was literally fulfilled.
