Amos 4:13

For, lo, he that formeth the mountains, and createth the wind, and declareth unto man what is his thought, that maketh the morning darkness, and treadeth upon the high places of the earth, The LORD, The God of hosts, is his name.

The verse is God's challenge to His favored people Israel to prepare to meet Him after they persisted in impenitent rebellion. That rebellion continued despite message after message of warning and reproof sent through His appointed agents, which they despised and rejected. He is identified as the One who forms the mountains and creates the wind. He is also the One who declares to man what his thought is, and these works reveal His power and identity as God.

He further declares His control in making the morning darkness and in treading upon the high places of the earth. That control shows irresistible power proving they cannot prevail against Him. It means they must now meet His retributive judgments, with the Lord coming as an offended judge to execute judgment upon His impenitent people. The only escape from His vengeance is humbling the heart and confessing sins.
