Daniel 8:19

And he said, Behold, I will make thee know what shall be in the last end of the indignation: for at the time appointed the end shall be.

The prophecy to which the declaration belongs concerns Rome, not Antiochus Epiphanes, with the symbols of the chapter and the specifications of the little horn finding their application in the historical course of Rome. It stands among the prophecies of Daniel 7-12 entrusted to Daniel as God's ambassador to make known the mysteries of the ages to come. The portion of the vision left without explanation was the time element of the 2,300 days, which Daniel mistakenly supposed would terminate with Israel's seventy years of captivity, until Gabriel's later commission in Daniel 9 supplied the needed understanding by showing the seventy weeks as cut off from the 2,300 days.

The prophetic periods of Daniel 8 and 9 are reckoned from 457 B.C. as their common starting point. Even Daniel himself did not fully grasp what was revealed concerning the last end at the appointed time, for the matter was shut up and sealed until the time of the end. Its light was given especially for the last days, so that the visions received by the Ulai and the Hiddekel are now in process of fulfillment and the events they foretold will soon come to pass, since the declaration belongs to the closing period of this world's history when Daniel shall rest and then stand again in his lot and place at the end of the days.
