Deuteronomy 14:27

And the Levite that is within thy gates; thou shalt not forsake him; for he hath no part nor inheritance with thee.

Israel was commanded not to forsake the Levite living within its gates, because he had no part or land inheritance among the people. This charge belonged to the instructions concerning tithes and the support to be given to the Levite. Within that tithing system a second tithe was set apart for the relief of the poor and for other benevolent uses. Such giving kept continually before the people that all things belong to God and that they themselves could serve as channels of His blessings. It trained them to overcome selfishness and to develop a generous, noble character.

The second tithe connected with this command is to be used for earnest missionary work in new places, not for providing tuition-free schooling. The duty not to neglect the Levite applies to the support of church-school work and teachers as those serving the church.
