Deuteronomy 18:16

According to all that thou desiredst of the LORD thy God in Horeb in the day of the assembly, saying, Let me not hear again the voice of the LORD my God, neither let me see this great fire any more, that I die not.

At Horeb in the day of the assembly Israel asked not to hear the voice of God again nor to see the great fire anymore, fearing that hearing and seeing would cause death. The prophet promised in connection with that request is Moses. Because of this promise many expected Moses to be raised from the dead and taken to heaven, not knowing he had already been resurrected. When John appeared baptizing with water and showing thorough knowledge of the prophecies and of Israel's wilderness history, they wondered if he was Moses risen from the dead.

The prophet promised through Moses is Christ, the Teacher sent from heaven, whom all are to hear. Those who refuse him face destruction, for his authority is supreme and his power invincible.
