Deuteronomy 22:15
Then shall the father of the damsel, and her mother, take and bring forth the tokens of the damsel’s virginity unto the elders of the city in the gate: Then shall the father of the damsel, and her mother, take and bring forth the tokens of the damsel’s virginity unto the elders of the city in the gate:
The verse stands in Moses' second address, in which the law was reviewed for the new generation of Israel. Within that review it belongs to chapters 18-26. Those chapters give special instruction and directions containing great principles for deciding questions, with laws repeated for the government of Israel and the regulation of its worship.
The law requires action by both the father of the young woman and her mother together. What they are to take and bring forth is the evidence of the damsel's virginity. The place and persons to whom it is to be brought are the elders of the city in the gate.
