Deuteronomy 29:10
Ye stand this day all of you before the LORD your God; your captains of your tribes, your elders, and your officers, with all the men of Israel, Ye stand this day all of you before the LORD your God; your captains of your tribes, your elders, and your officers, with all the men of Israel,
All Israel stands together in one body before the Lord, from captains of the tribes and elders and officers down to all the men of Israel, so that no part of the community is left outside the assembly. The purpose of that standing is to enter into covenant with God. That entering is also a renewal, with the whole community placed before Him to renew its covenant with Him. By that covenant they are bound to the Lord as His people, and He is bound to them as their God.
