Deuteronomy 29:4

Yet the LORD hath not given you an heart to perceive, and eyes to see, and ears to hear, unto this day.

Deuteronomy 29:4 belongs to the account of Israel renewing its covenant with the Lord. It describes people who lack spiritual understanding and perception, having eyes and ears but not truly seeing or hearing, and hearts that do not grasp what God's work requires. The covenant renewal connected with the verse calls for stubbornness of heart to be taken away so that the people can be truly converted and faithful to God. The verse applies to those who fail to recognize that God's work is sacred and to understand the wrong of withholding funds from the Southern field.
