Deuteronomy 30:7
And the LORD thy God will put all these curses upon thine enemies, and on them that hate thee, which persecuted thee. And the LORD thy God will put all these curses upon thine enemies, and on them that hate thee, which persecuted thee.
The promise belongs to the larger teaching about Israel's restoration after being scattered among the nations. When the people would return to God and obey Him, He Himself would turn the covenant curses away from them and place them upon their enemies. Those enemies are identified as the persecutors and haters of Israel, upon whom the threatened judgments would then fall. Israel's later history illustrates the reverse side of the same condition, for persistent disobedience brought overthrow upon the nation and ended in the fall of Jerusalem.
