Deuteronomy 31:10

And Moses commanded them, saying, At the end of every seven years, in the solemnity of the year of release, in the feast of tabernacles,

Moses commanded that at the end of every seven years, in the solemn year of release, at the Feast of Tabernacles, the law was to be read. The reading was to be public and aloud to all Israel assembled together before God. Those gathered for it were to include men with women, little children, and resident foreigners, even children who had not previously known the law, so that none would be left out. Its purpose was that all might hear, learn to fear God, and carefully obey, a purpose that carries the duty to obey His commands and to teach them diligently to children so they learn to love and fear God and obey His law.

The command was neglected during the captivity, but after the return to Jerusalem the people repented and asked to hear the Scriptures read. In answer Ezra read to them from morning until midday. Yet by the time of Christ the teaching of human commandments by the priests had again left the people very ignorant of God's Word.
