Deuteronomy 33:8
And of Levi he said, Let thy Thummim and thy Urim be with thy holy one, whom thou didst prove at Massah, and with whom thou didst strive at the waters of Meribah; And of Levi he said, Let thy Thummim and thy Urim be with thy holy one, whom thou didst prove at Massah, and with whom thou didst strive at the waters of Meribah;
This saying belongs to Moses' last blessing upon the tribes, a blessing that makes no mention of Simeon. Levi stood under Jacob's curse of scattering, which was fulfilled in the tribe receiving no landed inheritance of its own apart from forty-eight cities scattered throughout the land. When the other tribes apostatized, Levi remained faithful to Jehovah and was therefore appointed to sacred service in the sanctuary. By that appointment its curse was turned into a blessing.
