The ruling of one person over another is the working out of Satan's own plans and methods through human agents. Those agents use such rule to take away from believers religious liberty and freedom of conscience, so that they are hindered from doing the will and works of God. God's rebuke will surely come upon all such ruling actions. That rebuke turns the rule back upon the ruler, so that his oppressive dominion results in hurt to himself.
