Ecclesiastes 9:17

The words of wise men are heard in quiet more than the cry of him that ruleth among fools.

The quiet words of wise men are heard and prized more highly than the loud cry of him who rules among fools. Wise speech uttered in quietness holds greater value than noisy ruling surrounded by folly. Wisdom is not measured by how much a person knows, but by the right use of what is known, however little that may be.

Using well the knowledge already gained creates a desire to learn more and gives the ability to properly acquire and appreciate more, so such a person cannot help but keep increasing in learning, and every increase strengthens wisdom. This is illustrated by the poor wise man who by his wisdom delivered the little city with few men in it when a great king came against it, besieged it, and built great bulwarks against it. That deliverance proves that quiet wisdom is better than strength and better than weapons of war.
