Esther 1:14

And the next unto him was Carshena, Shethar, Admatha, Tarshish, Meres, Marsena, and Memucan, the seven princes of Persia and Media, which saw the king’s face, and which sat the first in the kingdom;)

The seven men named were princes of Persia and Media of the highest rank, with privileged access to see the king's face and sit first in the kingdom, whose office was to advise him on law and judgment. The verse belongs to a scene of indulgence under the influence of wine that does not glorify God. Because the king and his counselors acted while under that influence, they could not give sound counsel or judge the matter rightly, and the king should have honored Vashti's judgment. Even so, what the king and his officials did in that impaired condition became part of God's working to bring Esther to the Medo-Persian throne and accomplish His purposes for Israel. God restrains and directs earthly rulers, and He can work through people who continue in wrong practices and fail to acknowledge His wisdom.
