Esther 1:15
What shall we do unto the queen Vashti according to law, because she hath not performed the commandment of the king Ahasuerus by the chamberlains? What shall we do unto the queen Vashti according to law, because she hath not performed the commandment of the king Ahasuerus by the chamberlains?
The question in the verse is the king turning to men learned in law to ask what the law required to be done to Queen Vashti for refusing to carry out the king's command delivered through his chamberlains. It was put in the midst of indulgence, when both the king and his counselors were under the effect of wine and therefore incapable of weighing the matter with sound judgment. In that condition the king ought to have respected Vashti's own judgment in refusing to come. Instead the clouded reasoning of that hour led to wrong actions and to an unjust decree issued against her.
Yet that unjust decision was not left outside divine control, for God held back and guided the human rulers involved. Through that restraint and direction the train of events that removed Vashti and opened the way for Esther to be raised to the throne was made to advance His purpose for Israel.
