Esther 1:16

And Memucan answered before the king and the princes, Vashti the queen hath not done wrong to the king only, but also to all the princes, and to all the people that are in all the provinces of the king Ahasuerus.

The verse belongs to a feast episode shaped by indulgence and much wine. The king's command for Vashti to display her beauty before the men at his feast was drunken. She refused that command with a pure conscience. The advice condemning her was given while he and his counselors were affected by wine and unable to judge wisely.

Memucan treated her refusal as a wrong done not to the king only, but also to all the princes and to all the people in all the provinces of the empire. He argued from fear that her example would lead other wives to despise their husbands. The advisers reasoned that this would give women power to the injury of men.

Even so, the events of that chapter became part of God's work for Israel. God can restrain and guide earthly rulers and accomplish His purposes through people who do not acknowledge His wisdom, even while they continue in wrong practices.
