Esther 1:22
For he sent letters into all the king’s provinces, into every province according to the writing thereof, and to every people after their language, that every man should bear rule in his own house, and that it should be published according to the language of every people.
The decree went into all the king's provinces, addressed to every province according to its own writing and to every people in its own language, proclaiming that every man should bear rule in his own house and household. It was issued by Ahasuerus and sent throughout his dominions to publish that household rule in the language of every people. The decree enforced the dismissal of Vashti after she refused the king's command. It was made on counsel given while the king and his advisers were affected by wine.
The account to which this decree belongs is one of indulgence that does not honor God. Although shaped by the king's wine-influenced decisions, the events surrounding it became a means through which God worked for Israel. God restrains and directs earthly rulers, and He carries out His purposes through people who may follow wrong practices and fail to acknowledge His wisdom.
