Esther 1:8

And the drinking was according to the law; none did compel: for so the king had appointed to all the officers of his house, that they should do according to every man’s pleasure.

The rule governing the drinking was that no one was forced to drink, but every man was left free to drink according to his own pleasure. This arrangement was not unusual, for such drinking by personal choice was customary at royal feasts. The feast itself was an occasion of indulgence that did not glorify God, shaped by wrong practices and much wine.

Yet the events connected with that drinking were made to serve God's purpose, for through them Esther was brought to the throne of the Medo-Persian kingdom. What was done in that setting worked for the good of Israel. God is able to direct earthly rulers and to accomplish His purposes even through those who do not acknowledge His wisdom.
