Esther 1:9

Also Vashti the queen made a feast for the women in the royal house which belonged to king Ahasuerus.

Vashti held a separate feast for the women in the royal palace belonging to Ahasuerus, during his festivities. Her guests were women of rank in the kingdom. In holding this feast she was carrying out her role and its responsibilities as queen. Her own feast was conducted with modest courtesy and without sensuality.

The broader indulgence of the festivities described in Esther 1 did not glorify God. When Ahasuerus, overcome by wine, commanded Vashti to appear before drunken men so they could gaze on her beauty, she refused with a pure conscience, believing he would approve her action once sober.

His advisers argued that her refusal would give women power to their injury. God restrained events and used what happened under the influence of wine to advance His purposes for Israel through Esther's rise to the Medo-Persian throne.
