Exodus 18:1

When Jethro, the priest of Midian, Moses’ father in law, heard of all that God had done for Moses, and for Israel his people, and that the LORD had brought Israel out of Egypt;

The man named in the opening of the account is Jethro, priest of Midian and father-in-law to Moses, who heard of all that God had done for Moses and for Israel His people, specifically that the Lord had brought Israel out of Egypt. That hearing was of God's deliverance of Israel from Egypt. Upon hearing this report he came to visit Moses, bringing with him Moses' wife and his two sons. Moses then recounted to him God's dealings with Israel.

At that recounting Jethro rejoiced and blessed the Lord. He then joined Moses and the elders in offering sacrifice and in holding a feast to remember God's mercy. In this he was a witness raised up from among the Gentiles to reveal the principles of heaven. His place shows that God has appointed and sent witnesses beyond Israel.
