Exodus 4:31

And the people believed: and when they heard that the LORD had visited the children of Israel, and that he had looked upon their affliction, then they bowed their heads and worshipped.

After many years of separation Moses and Aaron met in the wilderness at the mount of God, greeting one another with gladness and with a kiss. Moses then told Aaron all the words and signs God had given him. Aaron was appointed to remain with Moses, to listen to him, and to act with him in Israel's deliverance under angelic direction. Moses and Aaron gathered the elders of Israel together, and Aaron spoke all the words the Lord had given Moses while they performed the appointed signs in the sight of the people, telling them how God had dealt with Moses.

When the people heard that the Lord had visited them and had looked upon their affliction, they believed. That visiting meant He had attended to their suffering, and that looking meant He had seen and regarded it with care and promised deliverance. They then bowed their heads and worshiped in response. Their coming deliverance from Egypt was so they could serve God by keeping His statutes, including the Sabbath, and this message of release began an attempted reform that brought increased oppression before deliverance came.
