Exodus 6:11

Go in, speak unto Pharaoh king of Egypt, that he let the children of Israel go out of his land.

The order was for Moses to go in to Pharaoh king of Egypt and tell him to let the children of Israel go out of his land. It came after the promise to free Israel from bondage, to take them as his people, and to bring them into the land promised to Abraham, Isaac, and Jacob. By that time the Israelites had not listened to Moses because of anguish of spirit and cruel bondage. Even with that refusal, the command was renewed and Moses was still sent to speak to Pharaoh.

He was to go with Aaron to confront Pharaoh and repeat the demand to release Israel. At the command Moses was somewhat discouraged and despondent and fearful, expecting Pharaoh would not listen either. His reasoning was that if his own circumcised people would not hear him, Pharaoh, who is uncircumcised and an idolater, would not hear him either.
