Ezekiel 14:23

And they shall comfort you, when ye see their ways and their doings: and ye shall know that I have not done without cause all that I have done in it, saith the Lord GOD.

Ezekiel prophesied among the captive Israelites between the years 595 and 574, beginning and closing his work just a little later than Jeremiah, and he belonged to the priestly family. His work included solemn messages of warning and reproof to the sinners among his own people, given after the wonderful visions in which God revealed His glory to him before he began his prophetic work. God first impressed His own great majesty upon him so that, having once seen God, he would not fear the face of man in meeting those sinners.

The verse declares that the Lord never does anything without just cause.
