Ezekiel 17:22

Thus saith the Lord GOD; I will also take of the highest branch of the high cedar, and will set it; I will crop off from the top of his young twigs a tender one, and will plant it upon an high mountain and eminent:

The tender shoot cropped from the top of the young twigs of the high cedar, taken and set and planted by the Lord God Himself upon a high mountain and eminent, in the mountain of the height of Israel, is Christ. He is the plant of the Lord's own setting. As planted He grows into a goodly cedar that puts forth boughs and bears fruit, and all fowl of every wing find dwelling in the shadow of His branches. To sit down under His shadow is great delight, and His fruit is sweet to the taste. Every act of His life was acceptable to the Father, who loved His Son in His humiliation and loved Him most when the penalty for transgression of the law fell upon Him.

The highest branch planted upon a high mountain and eminent is also the remnant from exile who listened and learned through the long years of captivity in Babylon. They are those who listened to heavenly pleading, repented with full purpose of heart, returned to allegiance to God, and found salvation in the midst of affliction. To plant that branch on a high and eminent mountain, in the mountain of the height of Israel, is to restore that returning remnant to the land of Israel.

The planting declares God's purpose that His people should be a praise in the earth to the glory of His name. It declares His desire to save sinners even through calamity, making affliction itself a means of salvation. Every captive Israelite in Babylon was given opportunity to be part of this returning remnant. Those whose spirit God raised to return under the decree of Cyrus are the fulfillment of the planting.
