Ezekiel 21:30

Shall I cause it to return into his sheath? I will judge thee in the place where thou wast created, in the land of thy nativity.

The sword of judgment will not be returned to its sheath, but judgment will fall in the place where the people were created, in the land of their nativity. It was spoken as part of Ezekiel's recital to the captives in Babylon of the steps that led to their dispersion. Their transgressions had borne fruit and they were reaping the harvest of their own sowing, for idolatry mingled with Sabbath desecration had brought them into their trouble and exile.

It points to the destruction of the kingdom of Judah and a change in human dominion, after which three more overturnings of ruling power would take place by Medo-Persia, by Grecia, and by Rome, before Christ comes and the kingdom becomes His. It is evidence that Israel was without a king during its dispersion.
