Ezekiel 26:14
And I will make thee like the top of a rock: thou shalt be a place to spread nets upon; thou shalt be built no more: for I the LORD have spoken it, saith the Lord GOD. And I will make thee like the top of a rock: thou shalt be a place to spread nets upon; thou shalt be built no more: for I the LORD have spoken it, saith the Lord GOD.
The declaration is a statement whose fulfillment is yet to come in the world. Its coming to pass will take place openly in the world and not fail. When fulfilled it will test those who have accepted the truth. That testing will prove whether their faith holds under the pressure of fulfilled prophecy.
