Ezekiel 28:23

For I will send into her pestilence, and blood into her streets; and the wounded shall be judged in the midst of her by the sword upon her on every side; and they shall know that I am the LORD.

The utterance is directed against Zidon, declaring that the Lord is set against her to be glorified in her midst and to be sanctified in her by executing judgments within her. He will send pestilence into her and blood into her streets, and the wounded in the midst of her will be judged by the sword upon her on every side, so that they shall know that He is the Lord. The chapter containing this declaration refers primarily to Lucifer. In that chapter Satan is presented as the actual king of Tyre because he fully controlled that government. Yet the same representation also describes a broader movement that will be witnessed.

The chapter reveals a grand work in which strange spirits can operate, with Lucifer watching every movement and Satan in disguise filling every opening to bring confusion into the ranks, while human minds can be worked upon by the angels expelled from heaven. Satan's work in this setting is to divert minds away from the special light given and from the work of saving perishing souls toward minute details and small differences of opinion. Those jots and tittles are then enlarged and made prominent until they cause confusion among both believers and unbelievers. The chapter's message therefore calls seekers of truth to follow all the light God has given so that they will not be deceived in the last days.
