Ezekiel 32:14

Then will I make their waters deep, and cause their rivers to run like oil, saith the Lord GOD.

The verse belongs to a prophecy concerning Egypt and the certain fate of Pharaoh and his host. That fate is presented as fixed and unavoidable, with the downfall of the ruler bound together with the overthrow of his multitude.

The stilling of the waters forms part of that judgment upon Pharaoh and his host. Their waters and rivers of Egypt are made deep and caused to flow smooth and still like oil.

In its chapter setting the land of the dead is placed in the lowest parts of the earth. This underworld is hades. It stands in contrast to the land of the living above it.
